Global Warning from Refuge Reef: A Final Stand Against Aggression
Refuge Reef has issued a stark worldwide declaration, breaking its silence after years of peaceful seclusion. The message condemns warmongering efforts led by Stro and warns any who support him will be treated as enemies. Neutrality will be respected, but aggression will be met with force. The Reef returns Fiji to China in a gesture of peace towards Comrad, but declares war on Stro’s Endor, promising total destruction unless unconditional surrender is met. The remnants of the Silencians vow to see this through.

"The Silencians from Refuge Reef do not approve of hostile nations trying to enslave it's people for economic gains. And as such, they take a firm stance against this aggression from Endor. They issue a warning to anyone who considers helping Endor. If you aid them, we come for you. So for the sake of future peace, stay out of this conflict. We shall end this tirany."
